At the critical juncture of high-quality development in vocational education and the transformation and upgrading of the construction industry, the High-Quality Development Seminar of Inner Mongolia Technical University of Construction was grandly held in Hohhot, accompanied by the unveiling ceremony of "Sicheng Academy" at the university. Huang Zhiting, Chairman of Jianjing Investment Consulting Co., Ltd., was invited to attend the event and witnessed this milestone moment for Inner Mongolia Technical University of Construction together with on-site guests.


1. Document Reading: Marking the University’s Entry into Undergraduate Education

The atmosphere at the conference was solemn and enthusiastic. Two key documents were first read out: Letter from the Ministry of Education on Approving the Establishment of Inner Mongolia Technical University of Construction and Notice from the People’s Government of Inner Mongolia Autonomous Region on the Establishment of Inner Mongolia Technical University of Construction. The reading of these documents officially announced the university’s successful entry into the undergraduate education stage, marking a breakthrough in Inner Mongolia Autonomous Region’s exploration of undergraduate-level vocational education and a significant milestone in the reform and innovation of China’s construction-related vocational education.

As China’s first public full-time vocational undergraduate university focusing on construction, its establishment is not only a breakthrough achievement in Inner Mongolia’s vocational education reform in specialized fields but also a replicable model for China’s vocational education reform.

With a 69-year history, the university’s upgrading to an undergraduate institution is the result of its long-term efforts in professional development, faculty cultivation, and talent training quality, achieving a qualitative leap from junior college to undergraduate education and laying a solid foundation for cultivating higher-level technical and skilled talents in the construction field.

The establishment of Inner Mongolia Technical University of Construction is a major event in the history of vocational education in the autonomous region. It not only fills the gap in undergraduate-level vocational education in construction but also optimizes the layout of higher education in the region, providing crucial support for cultivating high-quality skilled talents in construction and exerting far-reaching significance for serving the economic and social development of the autonomous region.

The first batch of vocational undergraduate programs includes 5 majors: Construction Engineering, Architectural Design, Building Environment and Energy Engineering, Construction Project Management, and Road and Bridge Engineering. Currently, the university covers an area of 1,161.84 mu (approximately 77.46 hectares), with a building area of 253,500 square meters. It offers 51 programs, including 6 national key programs and 21 autonomous region-level key programs. The university has 163 on-campus training laboratories (covering prefabricated construction, road and bridge engineering, heating and ventilation, etc.) and 347 off-campus internship bases. The initial employment rate of graduates has exceeded 98% for three consecutive years, and the university has trained and delivered over 90,000 graduates to society since its establishment.

The establishment of Inner Mongolia Technical University of Construction carries multiple far-reaching significances:

2. Leadership Speech: Defining the University’s Mission in the Undergraduate Stage

Subsequently, Fan Zhizhong, Secretary of the Party Committee of Inner Mongolia Technical University of Construction, delivered a speech. He clearly stated that as China’s first public vocational undergraduate university specializing in construction and the core cradle for cultivating construction talents in Inner Mongolia Autonomous Region, the university shoulders the important mission of providing high-quality talents for the national and regional construction industries.

Facing the new stage of undergraduate education, the university will take the upgrading and interdisciplinary integration of programs as the core engine, focus on the field of green buildings and intelligent construction, and strive to build an innovation hub integrating theoretical research, practical exploration, and achievement transformation. In the future, the university will further integrate high-quality resources both on and off campus, strengthen in-depth cooperation with industrial enterprises, provide full-chain technical support and innovation demonstrations for the high-quality development of the construction industry, help solve key technical problems in industrial development, and cultivate more interdisciplinary talents who meet industrial needs.



3. Official Unveiling of Sicheng Academy: Launching a New Journey of School-Enterprise Collaborative Talent Cultivation

The grand unveiling ceremony of "Sicheng Academy," jointly established by Inner Mongolia Technical University of Construction and Jianjing Investment Consulting Co., Ltd., was held on the same day. As the red silk was slowly lifted, the plaque of "Sicheng Academy" was officially revealed, marking the entry of school-enterprise cooperation into a substantive stage and opening a new chapter in exploring new models of school-enterprise collaborative talent cultivation for vocational undergraduate education in the construction field.

Taking the establishment of the academy as a key opportunity, Jianjing Investment Consulting Co., Ltd. will give full play to its advantages in engineering consulting, project practice, and industrial resources, work closely with Inner Mongolia Technical University of Construction, and jointly implement the "academy system" talent cultivation model. It will build a distinctive, practical, and efficient vocational undergraduate talent cultivation system from five dimensions: academy positioning, talent cultivation system, academy life, school-enterprise collaboration, and initial plans.

This seminar has built a communication platform for all sectors to discuss innovative paths for vocational undergraduate education in the construction field, jointly deliberate on the development of industry-education integration, and help build a "five-chain integration" pattern (policy chain, education chain, talent chain, industrial chain, and innovation chain).

Taking this opportunity, the university will implement the "academy system" talent cultivation model to better fulfill the fundamental task of "fostering virtue through education" and cultivate interdisciplinary technical and skilled talents with solid professional skills, patriotic feelings, and high comprehensive quality.



3.1 Core Positioning and Spiritual Essence of Sicheng Academy

3.1.1 Naming Origin

The naming of Sicheng Academy combines historical inheritance and educational vision. It derives from Liang Sicheng, a great master of modern Chinese architecture, who devoted his life to the research and protection of ancient Chinese architecture, authored works such as A History of Chinese Architecture and Treatise on the Construction of the Qing Dynasty, and laid the foundation for China’s architectural discipline. The name also embodies the educational original aspiration of "deep thinking and dedicated practice lead to broad achievements; no efforts are in vain, and hardships refine excellence."

Liang Sicheng had a profound connection with Inner Mongolia Technical University of Construction: In 1958, Xi Shuxiang, his assistant, introduced his academic concepts to the university; from 1961 to 1964, Liang Sicheng visited the university twice to give lectures, laying the conceptual foundation for the development of the university’s architecture program. By naming the academy after him, it aims to enable students to inherit his rigorous academic attitude and pragmatic spirit.

3.1.2 Academy Positioning

Sicheng Academy integrates the characteristics of small-scale experimental academies and distinctive academies, with the core of "selective admission, strong characteristics, and joint cultivation." It adopts a competitive selection mechanism where students are admitted through multiple rounds of assessments to ensure the quality of cultivation. It has an independent training plan and curriculum system, benchmarking Tsinghua University’s "Shuimu Academy," focusing on the distinctive direction of "AI-driven design + law + consulting." It aims to cultivate "engineering consulting elites" with academic depth, interdisciplinary thinking, and industrial practical capabilities, targeting the cultivation of consulting strategy formulators who can grasp the overall engineering situation and complex problem solvers proficient in interdisciplinary integration, thus providing key talents for China’s high-level technological self-reliance and self-improvement.

3.1.3 Educational Philosophy

With "holistic education" as its foundation, the academy builds five functional scenarios: "a testbed for integrating quality education and general education," "a growth paradise with a relaxed cultural atmosphere," "a gas station for multi-dimensional ability improvement," "an efficient interactive living circle," and "a collaborative talent cultivation platform involving teachers, students, schools, and enterprises." At the same time, guided by the value of "patriotic feelings," it closely aligns with the transformation needs of the construction industry toward "digitalization, internationalization, and greenization," ensuring that the cultivated talents meet both industrial needs and national strategies.

3.2 Design of a Multi-Dimensional and Comprehensive Talent Cultivation System

3.2.1 Innovation in Thematic Cultivation Model

Thematic cultivation is the core carrier of the academy’s talent cultivation. Centering on the core theme of "AI-driven design + law + consulting," it integrates living communities and educational resources to achieve "clear themes, integrated resources, integrated life and learning, and personalized cultivation."

Based on Howard Gardner’s Theory of Multiple Intelligences, the academy assesses 8 types of intelligence of students (linguistic, logical-mathematical, spatial, etc.) to help students identify their strengths. It also sets up distinctive themes such as ancient architecture studies, archaeological and museum studies, urban renewal, Liang Sicheng research, and Yangming’s Mind Studies, covering nine urban specialized fields (advanced parks, urban renewal, transportation infrastructure, etc.) to respond to global trends and corporate needs. It also focuses on cultivating 10 qualities of FIDIC (International Federation of Consulting Engineers) engineering consulting leaders, including foresight, good communication skills, and creativity, laying a solid quality foundation for students’ career development.
